A district facing flood, heat, sea-level and air pollution together needs integrated planning, not four separate programmes.

A layer counts when the district sits in the national top quartile (within-country exposure rank at or above 75) for that hazard. No weighting: a simple count of overlapping high-exposure layers. Districts are listed worst-first.
